If you are a teacher and are making the chips for a school class or school related function then I think it would be ok as long as that is all they are being used for. Now if you are making the chips to say use in a casino or a hotel casino then yes it is HIGHLY ILLEGAL and could cost you jail time. Sorry to be a bad burden.
